Any rule about comma usage in this sentence?

His finances remianed troublesome, and , more cruely, whthin the coourse of a few years his wife and two of his daughters passed away.

Could anyone tell my why the author uses comma before "and" and after it, and why the author uses comma to isolate "more cruely"?
