Any police officer, not below the rank/at the rank of

Dear all,

I saw the sentence "Any police officer, not below the rank of a sub-Inspector should attend the meeting." in an official letter. Here could you please tell me whether the usage "not below the rank" is acceptable to native English speakers? And also please tell me whether we can write the sentence as "Any police officer at the rank of/in the rank of a sub-Inspector should attend the meeting." I know that Indian English is not accepted by native English speakers.
