Does the adverb "any more" qualify "don't believe" or "can deliver"?

I'm still a bit stuck on which word the expression qualifies. It could be taken either way, with essentially the same result.

So if you're interested in the meaning, I'd say it doesn't make any difference.
If you're interested in the grammar, it could be interpreted either way.
