Hello!

Is this sentence correct?

In accordance with provisions provided by Paragraph 4 of Section 2, I am not the owner of neither at least 25% of shares in any tax-paying enterprise, nor of 5% of shares in any legal person subjected to the tax regime.

Thanks!

I would reword. Accordance is used when something is in agreement, not when it is not. With regard to the provisions of Paragraph 4 of Section 2, I am neither the owner of 25% or more of any tax-paying enterprise, nor do I own 5% or more of any legal person subject to the tax regime.

I think we're missing some context here - if the provisions of Paragraph 4, Section 2 are defining someone's entitlement or legal responsibility by exception then I think "in accordance" could be acceptable.

'Legal Person' can indeed refer to a corporation.

By exception: possibly. I do still have a question then as to the difference between a tax-paying enterprise and a legal corporation (which is also, normally, a tax-paying enterprise). Again, more context needed.
