Any errors in this sentences

Are both sentences correct? When we talk about something in the photograph, do we always use the present tense?

a)The big arrow in the photograph is marking the spot where the accident happened.

or

b) The big arrow in the photograph marks the spot where the accident happened.

You want to use B) "The big arrow in the photograph marks the spot where the accident happened"

I know that it sounds correct, but I am not sure why you wouldn't use "is marking." I think that because the arrow is not carrying out an action so using the verb "to be" is not applicable here.
