I was surprised to learn that

1) there had been so many people at the party.
2) there were so many people at the party.

Which would you choose? Do you think you will get different impressions from these two sentences when you hear them?

For me, two things happened in the past. You should add another situation. Perhaps like the sentence below,

There had been so many people at the party, even before we came.

there were so many people at the party.
