Any difference in using commas to form a list using AND vs OR?

When you form a list, you put commas inbetween each item, but not a comma before the word "and" and the last item in the list.

I assume this should be the same when ending the list with "or" instead of "and", correct?

In other words, which of the two following lists are gramatically correct?

peas, carrots, spinach, or lettuce

peas, carrots, spinach or lettuce

I assume the latter is correct. Is it not?

I have agreed that a comma deserves to be there before "and" in a list, but I have been taught otherwise in many places.

But I think they key is that in the same publication/document, if you are doing that for lists with "and" you must also do the same for lists with "or".
