Any alternative meaning of "this is to certify that...."

"This is to certify that Mr/Ms. Robinson is a final semester/year student of M.Sc."
I am confused about the meaning. Can you give any alternative meaning for it?

roky0071 This is to certify that Mr/Ms. Sc This is a very standard construction for testimonials. It means that Mr or Ms Robinson (and obviously one of those titles should have been stricken out) is officially such a student.
