Do the underlined parts work naturally? Any other options please?

A - The safety measures require that you should not stop your car to help a stranger whose car has broken down. Or give lift to anyone you don't know.

B - Aren't safety measures a bit anti-humanitarianism?

B - I mean they don't sound pro-humanity.
