Antecedents and 'whether it be' in this sentence

Rules of access to available supplies need to be developed; that is, circumstances must be defined under which it is agreed a country can restrict exports, whether it be beans, fertilizer, oil or grain.

1. What is the antecedent of which? To me, it seems like it is the definitions that come from defining the circumstances. But can you have an invisible antecedent?

2. Would you prefer 'be it beans, fertilizer...' to what is in bold?
