When answering the phone, are both below correct to say?

That is, just say "Hello?" when you pick up the phone. Save your versions for later in the conversation, as Mr. M suggests, when you can't figure out who it is. Even then, a politer version would be "I'm sorry - I didn't catch your name" (even though the person didn't give it).
