answer to question (diffrence between gone and been)
I have a passage as following: "verona opera season (short breaks for opera lovers) Plan your own short holiday in one of Italy's most romantic cities .Travel by air or road and stay in a three-star city-center hotel for two,three or for nights .the price includes: 1.travel to verona 2.bed and breakfast in city-center hotel 3.a ticket to one opera" Now a question asked after passage ,It is as below: Pawel is on holiday in verona. (go on a city tour) ........................................................... I have to complete the sentence with been or gone.the correct answer is as following: Pawel has been on a city tour.
Now my question is why we can't use "gone " instead of "been" ? I really can't understand this subject about gone and been .
Please help me about this problem.

Either one can be correct. Use "has been" only when the trip or excursion is completed. "Be" is not a dynamic verb.
