Answer to "How long have you ~ ?"

Q. How long have you lived in France?

A. I have lived in France for three years.
B. For three years.
C. Three years.

I know A and B are OK. Is C a gramatically correct way to answer also?

Q. Who broke the window?
A. Tom broke it.
B. Tom did.
C. Tom.

Likewise, is the answer C a proper way to answer the question (as in an English listening comprehension exam)?

In normal conversations, yes. It is only a noun phrase, not a sentence.
In most casual conversations, I would answer (C), not (B).

There is no set requirement to answer a question with a complete sentence or any other special way, especially in a listening comprehension exam.
