another who/whom question

I came across the following statement today:

"You are whom we are fighting against."

Seems incorrect to me, but I'm not sure. Is the "whom" the object of the preposition "against?" Or should the implied sentence be "You are he, against whom we are fighting?" In which case "who" would be correct. Help?
