Another meaning for 'where'?

Hi teachers,
Where can mean, 'at or in what place; to what place', but that doesn't seem to be the meaning in the given question.
Does it mean 'how' in this case? Is there another meaning?
Where did Peter get his money? His brother gave it to him.
