Another letter...

I'm starting up a one man trffic control business. Thanks for any input on this.

Here's what I came up with for a sales letter (the company names are to be filled in later):

Dear Mr. X,
To assist the Utility Company in safely performing maintenance and repairs which involve the need for traffic control and direction, I would like to offer my services to you. As the sole proprietor of Traffic Control, I have thirteen years of experience as a municipal police officer, the last few as a patrol supervisor.
My desire is to provide quality traffic control, primarily when local law enforcement is not able to fill the need for coverage. I understand that many cities and towns have an “open-hole” policy that requires the employment of private duty officers for any company working on a public roadway. However, as a former police officer, I am aware of many situations where work was halted by the municipalities’ inability to supply an officer to cover the job. This is where Traffic Control can be of use to the Utility Company.
During my law enforcement career, I was frequently hired by utility and construction companies as they worked in or near the roads. I also have many hours of directing traffic due to motor vehicle accidents, traffic signal failure and other situations where high vehicle volume needed to be guided through a given obstacle. With a clear command presence and the foresight to predict what may pose an issue, I can assure you that the safety of your crew and that of the motoring public would be well cared for by Traffic Control.
For the instances where more than one traffic control officer is required, I belong to a network of retired officers and other qualified people whom I have the ability to call in to help. Because of the virtually non-existent overhead involved with my company, I am able to offer you the best in service at a lower cost than you are likely accustomed to paying. Even with in house flaggers, my rates may potentially prove to be a money saver. There is no need for any insurance- health, workers compensation, disability, etc., that I’m sure add up for your company.
