Announce

Hello,

1.The government yesterday announced to the media plans to create a million new jobs.

I could not understand the meaning of the words in bold. I am able to understand " The government announced to the media to create a million new jobs." But the same time not able to understand "the media plans"

Could anyone explain it?

You are parsing it wrong, that is, you are dividing it into parts incorrectly. It's the same as the following:

The government announced (that it has) [plans to create a million new jobs] to the media.
