what does the sentence 'admits the anguish is a palpable anger' mean here?it looks weird.

Oxygen and other medical supplies are starting to be shipped in from Asia and Europe. And today, the US said it would be sending India the raw materials to produce more vaccines. It only occurred to me later that "admits" is probably a mistake for "amidst". Also, the comma splice (run-on sentence) needs fixing. E.g.:

But it's all too late for the thousands now dying daily, and amidst the anguish is a palpable anger.
