Hi, just wondering, if a non-native speaker (with at least basic skills like reading, writing, and some listening) can understand me fine, is my accent fine?

I'm asking this because it seems when non-native speakers talk with native speakers, they ones can understand better than when they are talking to non-native speakers like themselves. (guessing probably native speakers have better, accurate accent and experience)
