And vs or

HI,

'Major recycling plants have been built in the last few years in order to dispose safely of substances such as plastics, batteries and /or other waste materials.'

How would the meaning change if 'or' was used instead of 'and'?In other words, is it inclusive like 'and'?

Thanks.
