And to a certain extent

Hello,

Jim and to a certain extent Steve had made the day.

Are there some commas around "to a certain extent"?
And if "to a certain extent" is used like this, is the verb a singular or plural?

Thank you.

I don't see a need for commas in a short sentence like this, but I think they are optional. Steve will take the plural verb, with 'to a certain extent' remaining adverbial.
