Does the highlighted part mean "and there is always a doubt that such assumption about being monitored may not be actually true, and this doubt is very important"?

Hi As I type this, I'm quite certain that any government body could read it, if they wanted to. However, since it's just a casual piece of advice, it doesn't really bother me if others are reading it or not I have a slight doubt about it, I suppose. If we were just talking, there would be no record of it.

dave_anon So, does the highlighted sentence want to say that people somehow know that they may be monitored, but they are not sure, because they may not be really monitored. And this suspicion and uncertainty is something important?

Yes, it's interesting. The classic text is, of course, 1984. In that book, people feel threatened by the possibility that government and big business will read all our letters, texts, web-posts and emails. Nowadays, I think we just take that for granted. The author is acknowledging that we still worry about that, but surveillance doesn't have the same importance
