and not vs ,not

I have difficulty grasping the difference between 'and not' and ',(comma) not'. I had searched the Internet for answers but I had no luck.

Why is the sentence 'His name is John, not Bob' correct and the sentence 'His name is John and not Bob.' wrong?

Why is the sentence 'Color is used as a design element, not to describe or present information' correct and the sentence ' Color is used as a design element and not to describe or present information' wrong.

Any input is appreciated.

It is A, not B is just a shortcut logical expression. It is the same as: "It is A, and it is not B" This version is not incorrect. It is just longer.

It is the same as: "It is A, and it is not B" This version is not incorrect. It is just longer.

I don't see it as wrong, though I would add a comma.

His name is John, and not Bob.
