t's based on an award winning screenplay, and much like the description states, it is the story of a small independent pizza place, on what proves to be the perfect storm of pizza delivery as the home team (The houston Rockets) were in the NBA finals, it was scorching hot, and OJ Simpson takes a bronco down a highway in a run.

I'd like to know whether "much" modifies "like the description states" or this modifies that.

I don’t think you understand the phrase correctly. Much like means “a lot like” or “very similar to”. It wouldn’t make sense for much to modify a phrase with because or though. (?A lot because/even though...)

Quite / a lot can replace much in your example. Much as the description states seems fine, but quite / a lot as doesn’t sound as good to me.
