And Listing

When you are listing, do you use 'and' at the end with a comma? Like, would it be "I like cheese, dogs, and Gandhi," or "I like cheese, dogs and Gandhi." I've been told the last comma is optional, but I would like to know for sure. Also, the 'and' is needed, right?
