And, I would suggest, unmade.

Does the highlighted sentence mean "and the only word I can find to describe this situation is chaos"?

Context:

A security cordon has been thrown around those sectors of the city. the city is awash with the wail of sirens and clacking of helicopter rotor blades. A state of emergency. Chaos, disruption and, above all, noise accompany us all the way. And, I would suggest, unmade. The consequences of two massive car bomb blasts around London’s Piccadilly Circus – placed deliberately around busy clubbing venues and timed to detonate as these emptied – would, of course, have been devastating.

It doesn't make sense to me as written. According to the text I found online, a part has been missed out. The sentence preceding the highlighted one is "Cities are made by humans, every bit".
