And counting

Hi.

"More than 60,000 and counting have died in that futile war." [From the Newsweek.]

Does "and counting" mean the situation in which one can expect more victims in "that futile war"?

Does More than 60,000 and counting do the job of the subject in the sentence?

Thank you.
