I feel awkward about the red part. The two parts connected by "and" are not even parallel or similar in structure. Could you say something about this? Or make it better? Thanks.

Well, the writer seems unsure of the date, but if you place a comma after 1990, it reads OK to me. I see no need for a parallel structure.
