sometimes we use conjunction 'and'.

I find this routine to have no positive effects and no end.

Can I omit the second 'no' to become like:

I find this routine to have no positive effects and end.

You cannot omit the second "no."

If you do, you will have to change the conjunction and word order:

I find this routine to have no end or positive effects.
