Ancient Rome

I sometimes see "ancient Rome" written as "Ancient Rome" when it is not part of a title. Are both correct?

I would say that ancient Rome is the correct form (except in titles and at the start of a sentence), since the city has always had the name "Rome". We would not capitalize "Modern Rome."
