Analysis of a sentence

In the United States, the Federal Communications Commission (FCC) reflecting advances in technology, market offerings by broadband providers and consumer demand, updated its "broadband benchmark speeds" to 25 megabits per second (Mbps) for downloads and 3 Mbps for uploads.

I think "the http://en.wikipedia.org/wiki/Federal_Communications_Commission" is the subject, "technology, market" is the object of "in," and "updated" is the main verb; am I right?
Thank you in advance for your help.
