Analyses of sentence

Anyone who has studied English for any length of time has come to realize it comes many different packages?from the very formal to the very informal, complete with a full range of very specific type of vocabulary and language patterns.

1. I'd like to know "from the very formal to the very informal" expresses a concessive phrase.
2. And I'd like to know if the subject "complete" is "packages."
