An unclear sentence.

Hi everybody,

There is this sentence:

The same organisation warned earlier this week that climate change was heading in the opposite direction with greenhouse gases in the atmosphere at a record level.

... but I can't decide whether it is positive or negative considering its meaning. It is said that it was heading in the opposite direction but I can't recognize the original direction. Greenhouse gases are bad and cause global warming but this sentence is still unclear to me. (My guess is that this sentence is positive and temperature is getting colder but I really don't know).

I would be grateful if somebody could explain it to me (please do it).

Previously, the article has said that the ozone layer situation is getting better , so I think "opposite direction" means that the climate change situation is getting worse . This is also consistent with greenhouse gases being at a record level.
