An or a

I was told that, "an" and "a" can be exchanged in any sentance and its still correct. You use what sounds best. Is this true?

Not true. There are strict rules for using the indefinite articles, "a" and "an". Use "an" if the following word begins with a vowel sound; otherwise use "a".
