An object clause...

Dear teachers,

There is a sentence:

Chuck learns that we need friends to share happiness and sorrow, and that it is important to have someone to care about.

Why we can omit the first that, but we can't omit the second one?

It's good to not omit both the that, because the and means parallel structure, which links both the that clause.
