I don't know how to judge them, I choose C because i thought it is just an estimate to the cost, so B,D aren't correct,Is it right if i think like that??
Can anyone tell me the different between choices A & C?
(My english is pretty bad,hope you guys can understand..)

B and D will not fit grammatically into the space, so you can exclude them for that reason alone. The scheme hasn't started yet, so C (in the past tense) can't be right. Always capitalise I.
