The other is more common, yes, but surely you can give an infuriating look, meaning a look that causes someone else to be infuriated. It all depends on what you mean to say.
It would probably be clearer, though, to say "an infuriatingLY [adjective] look," which explains not only that the look causes infuration, but also tells the reader why. For example, "an infuriatingly smug look" would in
