An estimated 3 million people were very noisy.
I found that phrase by accident and was surprised at the plural be verb. Note the article an.
Is an estimated plural nouns should have a plural verb as a rule?

An article or other determiner is necessary. It does not always have to be "an" -- although "an" is probably most usual.
