An email to a university in Scotland

I wrote this emial for a university in scotland, you know formal language is very important for them, and I just have few days to send this email.
I would appreciate your help.

I am a student of the Information Technology joint program of ...University..., in ...My country.... I will finish stage one with the end of this spring.
Following the changes in the management of our university, its educational system became unsatisfactory and far from UK educational system (which I wished to study in when I registered in this joint program). Accordingly I decided to transfer to ...University..., if it is possible.
I have some questions regarding transfering to ....University... :
1.What kind of diploma the students of this joint program will be granted? (Interactive University diploma, Distance Learning diploma or diploma just like in-campus students)
2.Is it possible for me to transfer to ....University...after finishing stage one? (to be like in-campus students)
3.Would you accept my passed credits and transfer them?
Here is some necessary information about my self:

I have some questions about this letter:
1.should I write their address at the top of this email?
2.My father said far from is only suitable for distance not for here, is he right? if yes, whats the correct word for here?
3.How can I change the third question to a good passive one?
4.is it a good idea to use as good as possible?
Please mention any other problem.
