How to say it proper: 1. A potato is THE vegetable.  or 2. A potato is A vegetable. ??? Thanks for your answers.

Hello, I'd put it thus: «The potato is a vegetable». "The potato" — because I mean all potatoes in general. "A vegetable" — because it is one of many vegetables.
