an article

Hello teachers.

I asked a question yesterday and I was really happy to get answers.
I better understand articles now and this question would be the last one about the articles.

But why is this environmentally troubling project an urgent priority in a time of plunging world oil prices? Well, the party line, from people like Mitch Mc-Connell, the new Senate majority leader, is that it's all about jobs.

In the last sentence, 'the' was used. Is it because you know 'party line' in this sentence is absolutely clear from people like Mitch, which means you and I know what it is??

If there were many party lines and one of them is quoted, 'A' party line would be correct?

I think there could be a problem telling whether there is the only one party line or party lines. If natives don't think so, could you tell me why?

Thank you in advance.

There is only one 'party line' on any particular topic. For example, The party line on immigration is that we are against it, the party line on The European Union is that we are against it, the party line on education is that it's a good thing, etc.
