I can not understand the argument of the following sentence about graffiti. How can it be for the benefit of the general public because of its illegality and execution in inaccessible and risky locations?

As such artists can be said to be performing for the ‘benefit’ of a general public, as much as they may be for their peers, because both graffiti’s illegality and its execution in inaccessible, risky locations necessitates a form of subsequent sanctioning by everyday citizens as transgressive. In other words, it must in some sense be disapproved.

There should be some penalty or sanction against graffiti, but the degree or severity or nature of such a penalty is uncertain.

In some situations, some people produce art in typical, graffiti styles. That could possibly be described as "graffiti works" but, that is not a normal description for graffiti in general.
