I met this phrase in a government annual report, is this a "normal" word that can be used in official situation which means reach a height that never happened before like more than XXX urban jobs were created in this year, an all-time high.

Go to "Forums" (Between "Students" and "schools" on the top blue band). Then on the right side, click on "Your Posts" under the heading "Your Forums"
