An all-purpose laughter

Part of this is his own fault. Zinkoff is an all-purpose laughter. Not only do funny things make him laugh, but nearly anything that makes him feel good might also make him laugh. In fact, sometimes bad things make him laugh. He laughs as naturally as he breathes.

Hi,

Is it right to view "an all-purpose laughter" in the above as "a laughter who laughs for all purposes?" If not, how should I interpret it? Thanks.

Given the author's description I would take it as meaning someone who laughs inappropriately or for no apparent reason.
