an adjectival and adverbial modifier in a long sentence

Hi All,

I have a problem to identify an adjectival and adverbial modifier in a long sentence. Could you help me to check this, please?

"Geoengineering is seen by some in the science community and the general public as a necessary way to offset the negative effects of climate change, and by others as an extreme measure that should only be used if and when it becomes immediately obvious that taking no such action would cause harmful societal effects."
