An absence of 'said'?

Is it okay to conclude speech with the following:

'And Rouen is quite close to Paris,' he smiled at Sarah.

Thank you, because someone told me today that you couldn't follow the speech with anything other than a full-stop/period and capitalised He. He said that ending speech with a comma can only be done if you use a word or phrase denoting an actual verbal discourse: said, added, continued, told them. If the word tell of actions they must be in a new sentence.

It's OK as written. It means that he smiled as he said it, and not that he said it and then smiled.. 'Said' is implied.

Writing like this is a little literary in style.

But you couldn't say something like' And Rouen is quite clos

I had a look at examples from Google Books and the use of 'he smiled' after comma was rare (1 on about 200 hits). All the others used a period and capital.

It seemed okay to me, but the one example was printed in 2011. It's a bit reassuring to get your approval.
