Assuming the question is "Should I use a gerund or infinitive after amount to?" I would say you will most often find "amounts to + gerund" (or amounted to + gerund):

Copyright infringement amounts to stealing.

Of course, you may also find a noun after "amounts to":

Copyright infringement amounts to theft.
