Amid rain and heavy security

On Thursday, Ms Bhutto's supporters rallied in the open square near Islamabad, where the opposition leader was killed. They called out her name amid the rain and heavy security.

Does the rain mean just the weather?

I don't know if I would use "amid" with "heavy security." "Rain and heavy security" is an unusual juxtaposition, and I'm wondering if the writer used it for effect.
