Hello everyone,I have a question about the phrase "American Journal Experts". Does it mean that the experts are American or  the journals are American?Thank you.

It's an American company that specializes in the translation, editing, and formatting of academic manuscripts.

The company title is just three words that are supposed to suggest those kinds of services, with no apparent attempt to create a coherent system of modification of any one word by another. (So if you're looking for some kind of general rule about which word modifies which when three words like these come together, I'm afraid this example is going to disappoint you.)

In all likelihood the experts, or most of them, are American, given that the company is in the United States. And given that they do translations, at least some of the manuscripts (referred to by the word "Journal" in the title) are not American (i.e., not in English).
