Give us the complete sentence, please! A Briton might say America have if he were talking about a soccer/football team or some other similar sport. Otherwise, I can't imagine a situation in which have could be used.

I encounter it in a test software, so I can't find complete sentece or it may take a little time

. But I remember that the sentece was about a team, basketball team.
Is it general to use "have" in such senteces? in which circumstances we should write have instead of "has"?
This was in a test and we should find out the wrong word in the sentece, and the answer was "Has" which should be replaced with "Have". So do you have any advace with such sentences in Tests!?

We cannot do anything, really, without the sentence, which could even read 'The Boy Scouts of America have....'. Without the sentence, we don't know what was being tested.
