Give us the complete sentence, please! A Briton might say America have if he were talking about a soccer/football team or some other similar sport. Otherwise, I can't imagine a situation in which have could be used.

We cannot do anything, really, without the sentence, which could even read 'The Boy Scouts of America have....'. Without the sentence, we don't know what was being tested.
